is that a s4 or s5 turbo btw? (wouldn't hurt porting the internal wastegate if you wanna hold 10psi (or more) to red line..not sure how much though...BNR does like 25~35mm I think)
also whats your intake, downpipe catback exhuast system looking like? (Specs..and are you running a cat or str8 pipe?)
or maybe you can move on to a bnr upgrade instead (if your planning to stick with the stock turbo)

your boost shouldn't fluctuate like that on a stock turbo. it will either reach some level of boost and then creep (if wastegate is undersized), or reach some level of boost and fall off because the turbo is too small. If the boost is fluctuating in that way it makes me think the boost controller is not set properly.

It looks like some sort of EBC that's letting the wastegate stay open too much from about 3.5k to 6k. But then it looks like boost behaves like it normally should from 6k to 7k. That dip in boost is really killing the mid-range torque.
