Wide rims with narrow tires?

Whats up with these cars that have really wide rims, and tires that look too narrow for the rim. It looks like the tire is barely holding onto the bead.

Is it a looks thing? Is it a performance thing, if so, whats good about it?

this is a serious dead-horse....
search a little more in the suspension section, and theres like a 20 page argument about skinny tires on wide wheels

It's called stretching. Basically, you 'stretch' a smaller tire onto a larger wheel. It's very popular with the drifting guys so you'll see a lot of chatter about in the Drifting section:

its also for style.. alot of euro guys do it as well on vw and audi cars.

I think that the law in europe is that the tire can not stick outside of the fender. People over there are getting the rims that sit flush with the fender and letting the tires roll inside so they dont get in trouble. But i could be wrong
