Side by side.

Back view.

I heard that the non reinforced are better designed for smooth tracks/roads where the lighter the weight the better at 13lbs.

And the reinforced are at 16lbs.

I doubt that anybody would ever be able to tell the difference between the two from looking at the wheels side-by-side, however, from the back their is an obvious thickness in the spokes.

The difference in weight is actually ~1.5 lbs. And where you heard that the lighter non-reinforced versions are better, "...for smooth tracks/roads", that just ain't so.
