suspension/wheel newbie (slightly long)

I'll admit that I know next to nothing about suspensions and wheels, and I have a few basic questions.

What exactly does the aspect ratio define? I know a lower number indicates a lower-profile tire, but how so?

Another thing that confuses me is there are many different widths of tires you could run on the same width wheel.

How is the maximum width tire you can run determined for a particular wheel width?

What is offset?

is there a good website w/ lots of information regarding suspension/wheels? Thanks
