"phone dial" wheel question

"phone dial" wheel question

I recently pulled the phone dial wheels that came on a gsl-se parts car off to clean them up and put them on my daily driver gsl-se...One wheel is very shiny and smooth...all the other three are dull, textured, and grey...Were there two kinds made? Or does the dull, textured stuff come off somehow? The shiny one has the same dull, textured stuff inside the outer recess and inside the holes, but the whole outer surface is smooth and shiny and has the (factory?) concentric machine marks...Anyone have experience with these wheels?

There were 2 different version of the phone dial wheel. There was a painted as-cast texture one, and a polished and clear coated one.
