Unhappy Parking brake binding.

Well, recently my parking brake has decided to bind up on me and won't completely release, so parking has become a PITA not to mention rear brakes are vaporizing!

I don't know if it's from the cable itself or the mechanics at the wheel. I lubed up the springs and related items at the wheels and it didn't seem to do the trick. I had to tap the spring back, and seemed resistive.

Question #1. Where is a typical place for them to bind?

Question #2. Where the hell is the cable run under the car? I looked and couldn't see it (I wasn't under the car in the best of circumstances). Tell me it's not running on the top side of the tranny tunnel.
