Talking Offset question?

Ok can some one please explain to me what the heck offset means? I was told that FDs stock body the offset is +48? But I have a set of OZ wheels and they say +35 in the front and +40 in the rear and they sit perfectly flush? I dont understand what and how offset works??? Please help me out????

Ok I get how the lower the offset the more the wheel will stick out! But what is the lowest offset you can go with a stock body FD??? I would this

18x8.5 +30
18x9.5 +30

Will this off set sit flush with my FD???? They are Work CR-KAI wheels??? PLEASE help....
