Offset

if the orginal offset of a FC is 40mm at 7" wide wheel. If I'm going with a 9.5 wide wheel should I being trying to get a 20mm offset?

If you're thinking about the wheel-to-suspension clearance, then yes 20mm offset will keep the clearance at the same level as before.
