Well I already have a set of FD rims. Its just gonna cost me a bunch to make them ready. I am going to be getting aluminum spacers most likey and see about getting them welded directly onto the rim and having them balanced. I am also getting them powder coated white. I won't be able to get all this done before my first race, and I don't have another set of rims and tires currently. So I just want a cheaper set to get me by for awhile. I will probably keep them around for racing use, I'll probably get Kumho's or something on them eventually. The FD rims will be my street rims. I don't trust them with 1" spacers for track use.

I suggest you save up for a better rim. No reason to get cheap rims if you don't have to. You might as well wait and save but I guess it's easier said than done.
