Mushy Brakes

Quick question. I just changed the brake fluid on my 88 GXL for Valvoline synthetic (I got all of the old stuff out). After a while of driving, the lack of brake force that happened when i had the air bubbles went away, but the first quarter of pedal travel is on the mushy side, then it gets firm. Is this a result of bad fluid bleeding or (shitty) pads ? Thanks for the help.
