I'll let others chime in here, but you may or may not have some minor rubbing issues up front depending on your suspension and/or tire brand. Different brands/models of tires can be wider than others even when the size is identical; when you compare tires at www.tirerack.com for example, they mention the average section widths for comparison.

I'm running a 16" +38 offest Kosei wheel on my '88 GTU with 225/50-16 Pirelli P-Zero Neros. I used this same setup on my previous '90 GTU with absolutely no issues, but on the '88 there is a tiny bit of rub. Actually, I can't feel it at all, but there is a little shiny ring on the fattest part of the tire, I think where it is rubbing the spring. May need to get a thin spacer, though I'm not crazy about them.

Naturally, YMMV since you're talking about a 17" package and you have an '86 GXL. If you can find an especially "narrow" 225/40-17 tire, your chances will be better. If you're buying a used set of tires already mounted, why not take your car and do a test fit? Good luck!

+38 on a 7.0" wide rim should be fine.
BTW, the proper tire size is 225 / 45 / 17.
225 / 40 / 17 is too short of a tire versus stock wheels.
