how to adjust coilovers (T. Sustec Pro)

I did a lot of search and couldn't find anything on this. I have the orange Tanabe Sustec Pro coilovers. The adjustment is from 1 to 4 with a slot between each number also. Currently they are all on 2, and the ride is ok but very bouncy.
Even worse, I get horrible wheel hop in 2nd gear (sometimes even 3rd), which can break my stock axles and other parts. I know at the track running slicks should eliminate the wheel hop, but what about the 16" regular tires on the street?

Which is the softest setting 1 or 4? And what else can I do to get rid of the dreaded wheel hop? Thanks.

Update:

#4 is the hardest, #1 is the softest. Even on the softest setting, they are about as stiff as stock. Not ideal for drag racing. Currently I have the front set at #1 (soft) and the rear at #3 (hard). Hoping to minimize hop / improve traction at least a little.
