For the front, get a 18x8.5 with a +35 offset, 235/40 for a flush fit.
And yes you most likely have to roll your fenders, which you said you can do anyway.

I will actually have a setup you are looking for at the end of August. Work VS-xx wheels, polished.
front is 18x8.5 +36, has two different brand tires, I believe they are 235 I would need to check when I get back. One I replaced and has about 2000 miles on it the other needs to be replaced soon
rear:18x9.5 +36 or +38 cant recall exactly, has 265/35 bf goodrich tires kdw2's which are pretty nice tires, about 4000 miles on the tires.
2 of the rims have curb rash, price without getting rash fixed is 1600, price with getting them fixed is 1900 and that includes tires. They retail for $775 each, polish is an additional $100 each, so that is $875 per wheel without tires. Comes with red work RS lug nuts($140 value) for free, only selling because I went widebody and need different offsets/widths. Some quick pictures from my old car before the transformation:
you can see they sit pretty flush

Let's start with a few questions:
1. How much are going to spend on the wheel/tire combo?
2. Are you looking for new wheels or used wheels as well?
3. What will you be doing with the wheels (street driving, autox, road racing)?
4. What wheel type do you like (mesh, multi-spoke, classic 5 spoke)?

5zigen has a set which has decent offsets for 18x8.5 and 18x9x5:

However, you will go over your $1500 getting everything shipped and mounted. You can find some used rims here: http://www.rbwheels.com/
You'll have a better selection if you can up your budget to around $2000.
