Help getting offset for 19"

I needed some help trying to get an offset for a 19x8.5 and 19x10.5. I was trying to convince my brother to get the 18x9 and 18x10 instead but he wants 19". So my question is what offset would he need in order to get enough clearance. he plans on getting suspension soon but right now the car is stock. Any help would be grateful as he wants to order these right away because he wants them here by the time he gets back from Iraq. Here is a pic of the excat ones he wants. Thanks.

Assume this is for an FD?

19" wheels will result in a larger tire diameter than stock, reducing wheel clearance and raising the final drive ratio -- and increasing speedometer error.

In any case, to run 19x8.5 up front: Since 235/35 19 tires are available, you could get away with a offset in the +42 to +50 range. Closer to +50 is better.

19x10.5: Extremely tight clearance. Will require +50 to +52 offset, fenders may need to be rolled. Best tire choice will be 285/30 19 or 295/30 19.

Very few manufacturers will make both of those sizes.

18-inch wheels will be much better choice all around, including for looks. Wait until your brother sees how pathetic the brakes will look with the 19s....
