Get wider wheels, it's as simple as that. You can run up to 245/45 16s on the stock rims. With good quality street tires, you should have traction above 70 mph or so...
If you want to get as much traction as possible and are willing to put up with the compromises, you can run some R-compound tires like the Toyo RA-1.

I don;t mind running those it's the cops that mind haha..but i know that no tire will prob give me all the traction i need below that speed. So just looking for the best choice. I will be using r-compounds at the track.
right now i'm running 245/45/16 but these ones i have will most likely get roasted soon.

if you want something you can drive on the street every day but still performs, and even is able to be taken to the track, IMO the BFGoodrich G-Force T/A KD is the best tire you can get.
a 245 in that will be able to give you a good amount of grip.
if you are not too worried about wear and want a little more grip, some "streetable" tires:
- Michelin Pilot Sport Cup
- Yokohama A048

I am going to run some Avon Tech 500s in 245/45-16 on my single turbo FD. The reviews on Tire Rack were good, its a relatively cheap tire, and I know a local guy who ran them on his FD before and liked them a lot. I know I need bigger wheels but I probably won't be getting any within at least the next year.

i've heard good things about the RS-2, but i think if you have the money to spend, might as well spend a little more and get a little more grip and life out of the tires.
RA-1s are great tires, but i think they perform better once warmed up a bit, and also the transition between grip and beyond the limit is a little harsh. i learned this at autocross, where one minute i would be taking a corner hard and the next i would be sideways then turned around going the wrong way, haha..
anyways, this is true of any r-comp so maybe it's a little tricky for street use.

I run 60 treadware tires as my daily setup. They are dot approved so I do not know why they would be a problem with the cops. I have pirelli Corsa's rear and Dunlop sp sport race front. These are 18's but I know some of these companys make 60 treadware 245/45-16's. The next step up is Nitto drag in the rear at 100 UTCQ. Then the Flaken rt615 and Hankook RS-2. Anything else will be utterly useless. I actually have a set of Pirelli PZero-C Dry tires on a spare set of stock wheels that I use for my sleeper set up. These hook up great also (60 treadware.)
Oh Kumho v700 is an option. Have to look at sizes though

I'll speak up in favor of the RS2's. I got a set on my car in January, have put a couple thousand street miles on them and one weekend track event and have been very impressed so far. They have a good deal more total grip than my previous Kumho 712's and have an unbeatable price. The wear has been very good so far with almost no noticeable wear. I expect to get about 12-14k miles out of them with several track events. IMO it's the best overall performance tire for the price in this size (245s)...even if the sidewalls are a little soft. To get anything with noticeable performace gain you're going to shell out significantly more $$$.
Just my .02.

If for street driving you want traction, get Nitto 555R drag radials, they make them in 245/50/16 and they'll hook up pretty nice. Treadlife isn't too bad either.
