Eibach Springs/Good Deal?

Eibach Springs/Good Deal?
The search function is down right now, sorry.
I have a chance to buy some Eibach Springs for about $70.00.
They are listed as 49/97 and 23/98 (two each), whatever that means. Supposedly these will lower the car about an inch and "improve" handling. I mostly do street driving but also do some road race events.
A. Is this a good deal, and
B. Are these the right size, etc. for an FD (do they come in a variety of sizes/sprung weights?
Any and all feedback is appreciated.
