Does Racing Hart do custom offsets?

Does Racing Hart do custom offsets?
Looks like Work meister S1 is knocked off my list cause of their offsets and they don't do 1/2 size widths.
That leaves Racing Hart and Fikse:
I want 17x9.5's-F&R
Racing Hart CPO35 (white)
Racing Hart CPO35R (polished)
Supposedly the polished is only in 18's but I could sware I've seen them in 17's somewhere.
I know I can get the Fikse Mach 5 in 1/2 size and custom offset but probably for alot more than the Racing Hart's.

RH Offsets
RH-CP035 offset in 17x9.5 = +43 (click here)
FEAST RX-7 (click here)
FEAST RH-CPO35 SIZE
F17-9.0J +32(H) 255/40-17
R17-9.5J +33(H) 255/40-17
I know they must have had a reason for this setup. what it is, have no idea. Would +43 in a 9.5 work up front instead?
