can a bad brake booster cause these symptoms?

can a bad brake booster cause these symptoms?

i've been dealing with this for a year+. 88 FC n/a 4 lug. i've adjusted the pedal per the FSM. i've also adjusted the booster pushrod clearance per the FSM. i've done each procedure correctly and several times over. i put on new master cylinder and have bled the **** out of the system several times. no leaks that i can locate

symptoms:
when i press the pedal, it feels normal UNTIL i get to where i should be able to lock up the brakes. at this point, the pedal bottoms out early and there is no more room for additional pressure to be applied.

in a nutshell: i can't lock up my brakes, but they feel fairly normal and don't leak down otherwise.

i'm going to pick up a used brake booster. i'll see if that works...
