Bastard rear hub, help please!!

I got some Forgeline wheels, 18X12.5 (+25mm offset) on the rear and 18X9 on the front (uncertain about offset).

Originally the wheels had a center bore of 60mm, but it needed to be bored out to 67.1mm because all of the four corners have a 67.1mm center.

Well, it turns out that both of my back hub centers are at 70mm as you can see in this photo! Notice how there are two separate parts in the hub center, one clearly with a different color and texture. My guess is that the outer rim is the bastard part that is not letting the wheel go in all the way in.

Once I bored out the front to 67.1mm it fit just fine. This is a picture of the front hub.

Now, I'm thinking I got a rear rotor from some other car. Any ideas?? Would changing the rotors fix this problem?
