Loose enough to feel some play? That doesn't sound good-- the rings that I received were not loose in the wheel or on the hub, and I don't think you want a loose fit because, after all, you are trying to fill the gap. How is the fit against the hub?

snug on the hub, but on the wheel side, if you tilt the wheel just slightly down they will easily slide out. There isn't any play. It fits. It just not "snug".

I wouldn't worry about it then. I would coat the ring with antiseize though.

according to DavidDeep on page 1:

"P.S. - The centerbore size for an FC is 59.61 or 59.6 mm."

so i believe you are correct, Max.

If I take a set of Supra Mk IV wheels (16x9 and 16x8), and bore them out to 67.1mm, do I still need to install a hub-ring for a FD application ?

BTW: the boring would be done at a machine shop, and would be done centered/concentric to the original bore.

No, because by definition, the wheels would then be hubcentric. How much would that cost, BTW?

Machine shop quoted me $30-$40 per wheel.
