TX Update: Front License Plates in Texas

I was reading the Texas State Legislature today and the way I understood it is that as of September 1, 2009 all cars registered in Texas will be issued only one plate for the rear of the vehicle. Are there any lawyers or law officials from Texas that can confirm my beliefs?

I thought this law passed 2 years ago but a police officer warned me to put it back on but I was also driving a Honda civic and I know how much cops love civics.

Here's from the Texas Legislature website:

81R2064 ACP-D
By: Brown of Brazos H.B. No. 309

A BILL TO BE ENTITLED
AN ACT
relating to the number of license plates to be issued for and
displayed on a motor vehicle.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter A, Chapter 502, Transportation Code,
is amended by adding Section 502.010 to read as follows:
Sec. 502.010. ISSUANCE AND DISPLAY OF LICENSE PLATE. (a)
Notwithstanding anything in this code to the contrary, including
Section 502.180, the department shall issue only one license plate
for attachment at the rear of the vehicle for which the plate is
issued.
(b) Notwithstanding anything in this code to the contrary,
including Section 502.404(a), a person is entitled to operate on a
public highway a vehicle that displays only one license plate if the
plate is attached at the rear of the vehicle. A person may operate
on a public highway a vehicle that displays two license plates if
both plates were assigned by the department for the registration
period as a set of plates.
(c) In any provision of this code that relates to the
issuance or display of "license plates," "plates," or a "set of
plates," the term means only one license plate.
SECTION 2. The change in law made by this Act regarding the
issuance of license plates by the Texas Department of
Transportation applies only to the issuance of license plates by
the department for a registration period beginning on or after the
effective date of this Act. For a registration period that begins
before the effective date of this Act, the department shall issue
license plates as required by the law in effect immediately before
the effective date of this Act, and the former law is continued in
effect for that purpose.
SECTION 3. This Act takes effect September 1, 2009.

It's just a house bill at this time... it hasn't been passed or even presented at this time.

It will be several months before we find out if it passes or not and it would not have any effect on vehicles that have plates issued currently.

A resolution like this has been presented every session in Austin for the last twenty years and always gets shot down.

In other words, don't hold your breath.

And judging by the waiting list to sign up for CHL class (booking is out for 2 months from now), people here in Texas are preparing for the worse.
Don't ask me how I know.

*That is only one place and the class is for 50 students at a time, every weekend.

Guns?! I hate Texas. You can't have nice things around here without someone stealing them or vandalizing them. Guns.. ok next time someone tries taking my car or belongings i'll shoot them in the face for every hard earned dollar that i put into my car.

If you think is worthy, go for it.
Material things can be replace.
Living in society, sometimes can be a Bitch and that is the price we pay for some jealous low life.
For me, guns are for the protection of my family.

So, where you are moving to, that there is no crime, vandals and every thing is peachy????

Back to wyoming where the only crime is drunk driving. lol

I have my own place now so i can lock my cars up tight in the garage.

I feel bad for anyone with a nice car that lives in an apartment complex.

Well your problem is San Antonio not Texas...
You might have less issues living elsewhere in TX.

I really liked Houston when i went for art competitions in high school, but i don't know how bad it is now after the flood. I've heard Dallas has amazing concrete roads, but that's about it.

I was born in Houston, not that great. Seems like a place for visiting- Sorry Houston ppl. Dallas is okay, I am actually liking the outskirts of Fort Worth. Kind of peaceful with the ability to go into the main city.

Fort Worth is nice.... other than some of the public roads not really getting along with my suspension or the roads that have been worn so smooth that something as minor as the ground sweating from a temp change makes them super slick.

Oh, and after those grueling hours of course time. There is a minimum wait of 90 days for the license to show up at your door step. There may be a longer wait now since the number of applicants have risen. Dont ask me how I know.

I heard that it was changed to 7 characters total?

yeah it is 7 characters now, as of jan 1st 2009, i know this cause i got my custom plates a week before and she told me, i was like damn oh well....

I'd like to chime in if I may.

For asthetic (sp) reasons, I'm all for the one license plate bill.

But on the other hand, (now stay with me on this), I'm actually against it and think that the current law allows cops/officers another justifiable legit reason to pull over people that only arouse suspicions, which is usually not a legal enough reason to pull people over for. Did I make sense in that? LoL. I'll use the hispanic example sine I'm hispanic and I could probably offend less people this way. Ex. 3am Saturday morning. Chevy Impala cruising at posted speeds, big shiny rims, and basically doing nothing visibly against the law. No loud music, no hanging out of windows. But an officer sees that there are 4 hispanic males, all bald headed, all wearing white muscle shirts, all with their seats reclined farther back than the norm. They basically are well within the limits of the law. Now the officer has a suspicion of them and wants to pull them over just to check them out. Let's say they have drugs and 4 criminal convictions are just a month or so away. Well because of the stipulation that their (the criminals) being pulled over was unjustifiable, the court allows the cases to be thrown out. So instead of 4 criminals being put in jail, where they should be, they are let loose, back on the streets. Now let's subtract that front license plate on that Chevy Impala, and our officer now has a justifiable, legal reason for the intial pullover and our 4 criminals are behind bars.

The license plate law, to me, is similiar to the broken windsheild law, the rear license plate light law, and others like that that seem to waste tax payers money through legislation, and enforcement, but can give cops/officers the upperhand in dodging loopholes that set criminals free.

At least that's my .02.
