I am trying to find out who makes this turbo and what kind of setup it would be for my FD.

The only marks are on the turbo are:

"special" with a model number or serial #

K16 or KL6

and a logo either SPD or SPO

I think has a .96 hot side A/R .96

Any help would be great.

I believe the setup is a To4S???

 

The comp housing is definately a T04S. Most likely a 60-1 wheel. As long as its a T4 turbine (P-trim) this set up will work great on a 13b. Do a search for (t04s, 60-1, t60, t-60, t04b 60-1) there all the same turbo.
