What is stock blockoff plate for?

What is stock blockoff plate for?

In the process of removing my turbos and installing a single, I noticed the stock turbos have block off plate and a control arm welded in place. What was this planned to do originally?

Thats probably the flapper door that closed when the 2nd turbo isn't online. It is removed for non-sequential.

This block off plate was already installed and the pivot arm welded in place. But the car was stock and fully sequential. I took the turbos off and converted the car to single.

I am just curious.
