What would happen if i take out the oil thermo bypass pellet on the eccentric shaft insted of doing the normal shimming with washers ,the whole purpose of shimming is to leave the leave the oil hole on the shaft open at all times,so why just not take it out.

 

You got it backwards.
The shimmed/extended pellet actually PLUGS the bypass hole.
Removing the pellet entirely will rob all oil flow to the rotor bearings.
