So my understanding is it uses the electronic "doors" as you would call them to somewhat restrict the exhaust flow and direct it to spin the hotside for low RPM. This will basically make the turbo act like a turbo with a small *** hotside, making it very quick to spool. Then.. as soon as more flow is detected, it electronically opens the doors and allows the turbo to work as it normally would, and as a larger fully capable unit. This would give quick spool time for super fast response, and still keep the top end nice and powerful....

As much as Porsche might try to convince you otherwise, VGT or VNT was used first on a series production gas engine by Chrysler and Garrett more than 15 years ago on their Dodge Shelby CSX VNT Shadow (car that preceded the Neon), didn't work back then because the exhaust heat and carbon build-up will cook up the little door's (called vanes) axles, preventing them from further movement. The car also came with the first use of plastic, fiberglass reinforced wheels, but that's another story. What Porsche, or more exactly BorgWarner Turbo achieved this time is to make the VGT/VNT system withstand this high exhaust heat without problems. The real question we should ask is, why they took 15 years to achieve this? Anyways, even with their newly achieved high temp performance, I don't think there might be a company willing to make a VGT/VNT turbo that will withstand a rotary engine's even hotter exhaust temps. Anyways, the 2 turbos on the new 911 might provide enough breathing capability for a 500 rwhp 13B engine, if anybody cares to try them. And with VGT/VNT, there is no need for wastegates, as it practically gives you the functions of a very small A/R and a very big A/R and everything in between at the tweak of a couple lines of software.
