Modern ECU's really only need a local dyno, not a local tuner. Remote tuning is a viable option. What ECU are you using?

This should be moved to the appropriate section.

In the same boat, PFC and in the PNW / Portland Oregon, is there any local help to be had tweaking a map for drivability and refinement of operation?

Well now I have a lot of homework to do...Thats really interesting , Thank You for posting the link!
Have the tools , datalogit, Innovate WB completely setup, no reason not to attempt using that tool other than hesitance...

Possible anyone around the Portland area is aquatinted with that software and would help walk a tentative person to tuning though some of that software and its safe usage?

its one of the best pieces of software i've seen in a long time (we use a lot of different crap at work)

there are two parts to it, the Tweak bit, and then the autotune if you opt for it. the tweak part goes through the map and changes things like the OMP, idle dwell and fan settings. it also looks for negative timing split, and sharp changes in the fuel map.
the auto tune takes your data log and comes up with an average afr for the cells you hit, and change them to get it to hit the afr target.

i basically just let the thing tune my car on autopilot, and it runs better than it ever has.

If you don’t find anyone closer, Intec Racing in Kent has tuned many PFC cars in the Seattle area over the years. They’ve been continuously operating for over 20 years.
