Angry Starting & Running problems, Help diagnose

About two weeks ago my FD died on me, I couldn't get it started. Finally when I got it started it felt like it was running on with a spark plug wire off or something. I've tried diagnosing the problem with no avail. I checked the compression and that seemed fine, changed the spark plugs and wires and nothing changed. Check the maniford for leaks and everything sealed correctly. The car is running way to rich like it's not getting enough air. As I was playing with the throttle body and when I push the what I think is the choke throttle it seems to run better. I have a question, what does that second throttle cable that goes to the side of the car do because in my car it does nothing. If you guys have any ideas I appreciate the input.
