posibility of bad turbo???

posibility of bad turbo???
i dont know whats wrong now, first my turbo wasnt spining on idle but making 10 psi of boost but now is only making 7 and the turbo is like normal, spin on idle. i dont know is this bad or good. can somebody tell me please
