Talking N/A to turbo...possible?

N/A to turbo...possible? if not..whats the best 13B turbo engine for the buck that will give the best performance w/o failing smog tests? (13 B, RE, REW, Cosmo etc..)

Cosmo engines are all out, since they were never imported, therefore smog-legal, in the U.S., nevermind California.
