That being said, I do not really belong here for this Q.
I'd like some good info on sizing turbos and twins to a
given displacement piston engine. I can read a compressor map
somewhat and need more education
I'd also like some tips on sizing for these 3 things:
1. Minimum or NO lag
2. Maximum flexibility, as in best overall sizing
3. max HP setups, but this will be self explanantory if I get the first two.

Ok your asking us to teach you how to properly build a turbocharged system.
Thats why they make books.
Pick up maximum boost by corky bell, it has ALL of the answers for that question. Runs about 50$ cndn.

You may want to pay particular attention to Lysholm (Whipple) supercharger kits. Your current criteria can't be met with a turbocharger. Well, they can't be met by anything in reality, but a Lysholm supercharger would be the closest match in real life. You would also probably want to dump that V6 for a V8, but you can cover that at the other forum.
