help with comp surge

I am having some comressor surge in high gears(4th & 5th) in the lower rpm ranges when I accelerate while cruising. I am running the T66 BB with the 1.0 devided housing and I think it is building boost a little too fast... yes I said it... too fast. The turbo is spooling up but there is no where for the air to go in the lower rpm band. Once I get above 4000 rpm I am fine.
Will a larger exhaust housing help eliminate compressor surge in this area?

Whats your bov opening threshold pressure, dropping it down to just above idle vaccum will know off some the serge..Max
