Function-wise, it is better to get both open since you have the option to change exhaust to any set-up. The closed one is just for the visual purpose, it helps cover up the opening that does not have a muffler installed. If you apply the double sided tapes in the proper position, you should be able to get the guards on tight without using any rivets. It still depends on the actual condition of your bumper since some bumpers have slight deformation due to aging or other causes.
