Possible stolen car (1985 / 84 GSL SE)

I was visiting my friend today in Las Cruces New Mexico, when he pointed out an RX7 that had been parked for quite some time in a parking lot. It had a few tickets on it, but was open.
Just out of curiosity to see if the motor had blown (so I could maybe get a salvage title or find the owner if it was worth it) we popped the hood open.
The fan was missing, and actually it looked like the car had been moved in the middle of heavy modifications (blocking plates on the intake manifold, no bracket even for the clutch fan which made me think an e-fan was being installed)
The liscense plate was an out of date Texas plate, but in the hatch, along with a TON of tools, door panels, a steering wheel, and a lot of wiring, was a dusty tennessee dealer paper.
The car was OBVIOUSLY broken into at some point, as I went to lock it as I left and the locks were jammed up, as well as the passenger door panel being scavenged.
It is a clean Havanna Brown (Color code T5) SE which was OBVIOUSLY taken care of.

I am posting this in the Tennessee, Texas, and New Mexico forums in the hopes that the original owner can be found, and in the EXTREME hope that it wasn't stolen, but rather abandoned.

Looks to me like it was stolen while being worked on due to the lack of fan.

Isn't the obvious move to report the car to the police? Besides being the right thing to do it would also be a way of finding out if it's stolen. If it's been abandoned it'll eventually be towed to the impound lot and you can buy it at auction.
