Im not a photographer but i do photo retouching for a living.....
If i had to guess i would say it was made in photoshop.... Simply because its a bright big blue flame.... but yet you dont see any reflection of it on the car, lights, tire or wall...etc..

 

i have seen lambo blow out blue flames before however, this looks more like a blue cloud of smoke. either way bad *** shot !!!!!

 

plenty of high performance cars will shoot flames, blue just means it's a really hot flame front, whoever photoshopped this did a good job on simulating the randomness of flames, but he could've topped it off by, as sinned pointed out, there's no reflection, anywhere.
