Shoulder harness install without cage?

Ok, I went to the the track last night and had an arguement with the tech inspector about my racing seat belt harness install. For one thing I am not even required to run an aftermarket seat belt since I am slower than 7.49 in the 8th and only require a lap belt. Anyways, since I dont' have a roll cage installed yet I mounted my should harness to the rear factory seat belt bolt location. The tech inspector said that I need to bolt it directly behind my seat straight down. I told him that there is nothing but sheet metal there and that it is not NHRA legal to do this. He said, "you just use a big flat washer." And on top of that I think that putting the mounting point straight down like he said would be an incorrect angle and could cause compression problems and poss. spine injury. I would think that the shoulder harness should be as straight as possible like when mounted to a roll cage just behind the seat. So can anyone tell me the correct, "legal" location and angle that you have to mount a shoulder harness on a car without a roll cage. Thank you. BTW, I searched all over the internet trying to find an answer and I get different opinions.

Your correct the angle to attach the hatness is very critical for safety.
