Varible exhaust tuning?

Where i live i pretty much cant run a car with open exhaust at any time so, i was researching about using an electric cutout to allow me open up my exhaust on demand, but have it quiet when i choose also. and i got to thinking..

if the electric cutout can be variable opening and controlled by engine managment, in theory wouldn't it be possible to utilize it to keep the exhaust speed up at lower RPM to keep a turbo spooled a bit faster? I realize that a peg in the middle of the exhaust pipe probably isn't best for the flow, but i might be willing to trade that for some lower rpm power....

Thoughts everyone?

Read into Venturi's law.

In order to increase velocity at the turbo you either need to increase the volume of air going through the pipe at the turbo or decrease the diameter of the pipe going into the turbo.

Changing the speed of the exhaust at the exit does nothing for the turbo.

Think of it like a river, a water wheel up stream in a wide slow part of the river still moves slow, if it gets narrow down stream and turns to rapids it does not make the water wheel spin any faster in the wide part.
