Stuck apex seal on reman?

Stuck apex seal on reman?

Put a new reman in my FD and it wasn't running right, sometimes it idles very smooth, sometimes not so much but it hates to see any positive pressure but if I keep on it some it will actually end up feeling as it should but once I let off the gas it's back to the way it was. Anyway, had the compression checked and the front rotor has one good reading and the other two are low to non-existent. Which is what's strange, it's not consistent. Hot start isn't an issue at all, and the car actually idles better when hot. So not the typical blown apex seal symptoms.

Wondering if one of them were installed with too tight of a clearance?

Since this shouldn't have anything to do with carbon build up like I have read regarding stuck apex seals, is there anything for me to try or should I just send it back or rebuild it?

I would send it back.

You payed for an engine that works, That ain't what you got.
