is it safe it to use a down pipe w/stock ecu
i been told that u can run lean w/ a down pipe?
mods
apex intake
apex gt exh.
street ported motor

I think you're on the edge in running lean already w/ the mods that you have. My understanding is that anytime you have street porting, you need an ecu upgrade. With cat back and intake, you are definitely in need of an upgrade w/ or w/o the DP. How did you end up with the DP on the 4th mod? It's probably your 1st mod. If the mods that you listed are for the next steps, disregard my post. If DP is all you have, you're okay.
