Yes you can enlarge the runners, there is the same amount of material available for removal.
20B guys do it all the time to use the 13B-rew rear iron in a 20B build for the engine mounts into an FD.

Starting from the center and moving up, RE and REW ports have the same height width and position. The bottom is where they are different, the RE port goes down about another 3/8 inch or so.
They have compatible manifolds, all the manifold bolts line up and the ports line up top and sides but bottom, the bottom of the rew manifold can be port matched nicley to the re ports.
The re secondary runner openings are 63.46mm tall, the primaries are 53.9 mm tall, they taper strongly on the top.
