Octane Altitude Horsepower PSI ???

Question: If i were to tune my car (no detination) to run 14psi on 93 octance pump gas at ~500ft above sea level (altitude around southern ohio, correct me if i'm wrong) and then take it to approx 4000ft were they only offer 91 Octane

a) will i be able to make as much hp on availible Octane (91) as i did on the 93 due to lower atmo pressure?

b) what psi will i have to run to make the same hp?

c) will i be limited to the same boost levels (to not detonate) as i would if i was to run 91 octane in Ohio?

little help please...
