Midpipe with a welded in cutout...

Can I weld, a 3.5" pipe, onto a 3" midpipe. What I am trying to do is make it so I can attach an electric dump to the midpipe. Is it possible to do what I am asking?

Maybe I wasn't clear, I mean can I weld it at an angle, say int he middle of the pipe, so it juts out towards the side of the car.
