jc boost troubleshooting

Im not sure whether this should be under the 20B sub forum or not.

I have a type E jc, and this is my first car with sequential turbos (or a rotor for that matter), so im still learning about it as i go.

Basically i put in a boost guage, took it for a run too see what pressure its running. At around 3000rpm or less it hits 8psi maybe a lil more, then as the revs increase the boost drops and by 5k rpm its at around 2psi or less, and above 5k boost is really non-existent.
It really struggles to rev above 6000rpm, it has no power. It seems like the turbo is maxed out, and the engine is trying to suck more air from it but it cant.
According to various site, this engines supposed to make its peak power at 6500rpm, and is meant to run ~14.1 quarter mile. I've tried mine on a gtek and got a low 15. So seems like the boost is missing in the higher revs. Haven't had it on a dyno.

My theory is the second turbo isn't kicking in, so have started pulling it apart to see what's going on. If its any help, so far ive check both turbos are spinning freely, both actuators below the front turbo operate when a pressure is applied through their hoses. Also the butterfly which connects the secondary turbo is open and closes when a pressure is applied throught the small hole in the pipe (i have take that piece off).

So my main questions are:

1) What do you thinks going wrong? 2nd turbo not kicking in?

2) Any suggestions for what i should check.

Also have a few other miscellaneous questions:

3) the inlet piece between the throttle body and the 6 pipes heading into the engine, how do you get that off? Ive taken all the nuts/bolts off and its stuck on there tight as, lifting it up lifts the car.

4) I see my exhaust sensor is not attached to anything (smelt a bit rich), where is the plug it is meant to connect to?

5) I have a ssq bov i want to install. There appears to be 2 blow off valves, would i be correct in leaving the one inbetween the secondary turbo and the butterfly (the brown bov) there, and replacing the black one which is on the y piece as it enteres the intercooler.

6) was going to install a boost tap to up the boost 1 or 2 psi. Which line would i need to attach this to? (the wastegate for the secondary turbo if it has one?). Also what is a safe boost level to run on standard injectors/turbos.

I have been looking through the FD trouble shooting page trying to make some sense of it (http://www.autosportracetech.com/RX-7/rx7stuff.htm).
