Angry Freedom Of Expression

I just went through the hassle of smoging my 95 rx7 with some prevention mods. The first two stations popped the hood and sent me on my merry way. It is a 30k fine if they get busted. I finally found a friendly spot and for a few bucks more was on my way. In two years the Dyno will be king. There will be no more friendly stations They won't take the chance. WTF. Maybe this has been talked about at length here, I don't know.
It seems there should be some way to turn this tide. I think what I'll do is start to use my car as a means of expression.
My art piece if you will. With logic like this I should be able to do with it as I please. It passes smog. Doesn't blow smoke. Is not noisey. So where's the rub?
Aren't the aftermarket guys doing anything? I guess I have not been paying attention
