Engines turns over but wont start?

Hi guys. If you try to start a rotary and the engine turns but wont kick in and start dose this mean there is a problem with the apex seals or something els? I dont think it would be electrical because the engine is trying to turn. Actualy I havent even heard it....its a 94 FD that some guy is selling and what I just told you guys is what he said to me. He said it dosent make a crunching sound when it turns over it sounds gentel but just wont start. Well i hope someone knows.

Cheers!

A compression test will tell a lot about the internal condition. You need a tester without the valve, and there should be at least 3 even bounces on the gauge on both rotors.
