AND if you could please provide dyno results...

13B NEVER

Peripheral Port 3-rotor(20B) will do that if built well.
No way it will be streetable at all, but it should be possible.

FYI the 1991 LeMans winning Mazda 787B produced 700hp nonturbo(4-rotor)

Sure, it's possible. Just put a huge supercharger on a Pport motor. Hey, it's not a turbo!

Yeah, but a 4-rotor isn't 1.3L.

In short... no, it is not possible without a turbo/supercharger.

440hp, be it at the flywheel or drive wheels, it a bit far fetched. A non-turbo peripheral port 13B typically makes in the neighborhood of 300bhp. If you consider Mazda's Lemans winning 787B with the 4 rotor R26B, that car made ~700bhp, so you can figure a max-effort 13B would be around 350bhp (half size, half results). Of course, that was a road race enduro car expected to be run all-out for 24 hours straight and not just an effort at peak power, but it does give you an idea of potential limit.

Power adders, however, give big benefits. Your options are turbo, supercharger or nitrous. Anyone could bolt on a cheap N2O setup and get those numbers, provided they knew what they were doing. Rotaries love turbos due in part to the high exhaust gas temperatures (energy in exhaust). 600+rwhp is not too difficult to obtain, with the right setup. 440hp is child's play, almost. Superchargers are more of a mixed bag.

Now, in your friend's statements, did he actually say a non-turbo 13B could make 440hp or did he say one could beat a piston engine car with 440hp? The former is false but the later may be true, depending on the circumstances. A 300bhp periperal port 13B-NA can do an 11 second 1/4 mile, potentially.

Supercharger, NOS, sure it's possible.

Now an "all motor" 13B cannot do it AFAIK, I've heard about 330hp is what you can expect from a PP 13B.

Look for post by Kypreo, he has the info on it. Second page has the pic. This was a while ago, I am sure they may have even more power now.
