Unhappy 1990 Gtu With Holley Carbs Too Rich

I purchased a 90 GTU and recently had it rebuilt due to the fact that I had low compression. In the process I had a street port done and against my better judgement had the fuel injection removed. Due to the fact that the catalytic convertors were bad and stopped up, I had those removed as well. The shop here in Orlando also installed a new manifold and a Holley 600 with a regulator. There is an inline fuel pressure gauge on the fuel line as well. According to the mechanic, he had to add an extra stainless steel clamp to the fuel line to pinch the tube so the fuel gauge would register (seems kinda ghetto to me). I don't understand why, but once he did that, the pressure gauge started registering. It is currently reading about 4.5 psi.

Fuel Pressure 4.5 PSI
IDLE: 1500 RPMS
CARB: HOLLEY 600 with 2ndaries open
EXHAUST: BORLA DUALS
Problem: Everytime I start the car I get a cloud of smoke. Smells like gas. Also when I take off I get smoke and occasional backfires.
I cannot drive with the windows down or sunroof open because the entire inside of my car will be smelling like gas. After 30 mins of driving the gas smell starts sticking to my clothes.

The mechanic states that if I purchase and install a Racing Beat Header that this would solve my problem. Currently I do not have any header installed.

Any ideas? Anyone know someone in Florida that can resolve my problem?

sounds to me like the float levels might be to high how is the level?
does it have sight glasses? or just remove the plug and see how much gas runs out
with the key on.
fuel should just be to the bottom of the hole and only run out if you shake the car.

The Holley carbs are calibrated for V8s. I am assuming that you have a 600CFM 1850 carb? Single inlet? Vacuum secondaries? Those are calibrated for about a 300 cubic inch (5 liter) V8. Your way too rich. Cars are relatively easy to work on. There are a number of excellent books on Holley tuning. Here is just one:

What you need to do is get the book and get an assortment of jets. Leaning out the carb is a matter of installing the right size jet. Smaller size.
