SA and FB housings

Is there an advantage to 79-80 housings over 81-85 housings? I took notice that the SRX7 rules state that you must use FB housings. Also, ive noticed that most of the ITA cars have SA housings. I know they're SA housings because they dont have the "anti trick-plug" lip around the plug hole. Is the difference something with the stock ports?

The SA housing have larger exhaust ports which equals more power. The Federal car housings are bigger that the California housing.

So the 79-80 would be a unfair advantage to run. Oh btw the is a marking on the housing that indicates the which housing is which.
