I just can't win.
I'm in the middle of installing my mazdacomp backing plates on my Pro7, and they hit the sway bar with very very little steering input. The limit bolts are nowhere near hitting the stoppers.
Is this normal?

Yes, this is normal. You must give up quit a bit of steering lock to lock when you put brake ducts on a 1st gen RX-7. On a road race track, there is no need to turn the wheels very sharply. A tight turning radius is only important in parking lots, autocross, and drifting.
You need to now install longer turning lock limit bolts.

Looks like I'm 3 inches off, does that sound about right?
Also, if I run straight bolts they don't look like they'll hit the pads. Do I modify the bolt, or do I need to add to the stopper pad area?

You should be able to turn your steering wheel about 1-1/4 turns each direction; at a bare min. you should be able to turn 1 turn each direction from center.
Anything less, and you need to take another look at your brake ducts, and your sway bar end links.
Remember to check this with the wheels at normal ride height, up in the fenderwheels where they belong.
It has been a few years since I made my brake ducts, but it seems like I had to add about 1 or 1.5" to the turn-lock-stop bolt.

Damn, I completely forgot about setting the car back on the ground. ARG
As the car settles, the ducts will rise, in relation the sway bar, which it hits.
