distributor for ITA 1st gen

The rx7 we got supposodly had the mechanical and vacuum advance taken out of it, however at idle trailing timing is 14 deg as it revs up to 4000, it advances to 20. by moving the trailing pot back and forth it does nothing to adjust timing. so we decided to get a stock distributor and tear it apart ourselves. what is the procedure for removing both the advances?

also what is the procedure for setting leading and trailing timing. we've got the shop manual but that is confusing as hell.
