Why does fueling taper off at higher RPMs?

I have my PFC tuned based on Chuck's notes and things work well
Just reviewing my tune today I had a question that I couldn't figure out the answer to

His example fuel curves (and my actual fuel curves) show maximum fuel around column N14 and then it purposely tapers off as RPMs climb
Why is that?
AFRs seem good and stable, but why would that be, if fueling is decreasing?

Ah, because fuel requirement scales with torque
That makes sense
Thank you
